Action Minutes 1/7/98 Meeting

Present: Howard, David, Eric and Richard

1) The committee reviewed Emilio Cruz's response to our first letter.
There was progress on most fronts except Muni refuses to return to the
old format of schedule (Departure times given instead of the
unsatisfactory every X minutes" format).

2) Members agreed to prepare and e-mail questions re Metro which might be
asked at the next general meeting re Metro.

3) We selected Richard Mlynarik as Metro representative to Rescue Muni
Steering Committee.

4) We set future topics for Metro meetings and work items for committee
(priority order by HS):
a) Review success of MMX and ATCS.
b)Turnbacks as a method of increasing service
c) Follow up on Maps d) Review and comment on Third Street LRV EIR
e) Expand Proof of Payment and Proof of Payment Implications on Metro.
f) Line improvement surveys
g) Printing/ posting of schedules
h) Investigate where Muni is vis a vis construction of further Metro
lines/LRV's
i) Implemento a London style platform signal of the identity of next say
3 trains and arrival times.
j) More notice at Montgomery Street giving order of cars in next train
k) Fare Gates to Accept other passes.
l) Promote Courtesy with announcements on platforms and in trains.
m) More convenient train stop locations on stations

Proposed resolution: RM supports early turnbacks before the end of the
line in order to increase the number cars running in the subway with the
following conditions: a) All turnback cars should be signed and
repeatedly announced; b) Turbacks shall not decrease service to the ends
of the line to greater than headway on the main line; c) Turnbacks shall
include provision of running some cars as a "limited".

Suppose the following for the L and/or N lines: During morning and
evening peaks, every other L will run as a limited. The limited L will
run as a local, whether in bound or out bound, from the Zoo to 35th Ave
and as a limited from 35th Ave to West Portal. Every other L will
turnback at 35th Ave and run as a local, in bound and out bound, from
35th Ave to West Portal.

The "Time Tables" show: an L every 5 or 6 minutes; 37 minutes from the
Zoo to the Embarcadero; 15 minutes from West Portal to 35th; and 6
minutes from the Zoo to 35th. Thus the local Ls will save six minutes
per trip and the limited L should save about 4 minutes. The time tables
don’t show this but the Muni probably allows the Ls to sit about 4
minutes at the Zoo. Thus the average L will save 5 minutes on an average
36 minute trip (including break) or about 14%. This means that we could
have over one more trip per hour. Since some of these are two car trains,
our proposal will increase the total number of Ls per hour by two. This
is not a big deal, less than 10% more service between Embarcadero and
West Portal considering Ks and Ms too, but it could make a difference in
the number of crush loaded cars at Van Ness, at now increase in cost.

Then union may complain because the turnback drivers will not have a
potty break. They can take their break at West Portal if Muni will
institute a partial proof of payment ie no driver on some of the Ls
going into the subway. If turnback cars do not take a break at 35th
there will be an even larger increase in the number of trips. If also we
do this for the N line there will be four to five more cars entering the
tunnel each hour. This means that we have to be sure that there are NO
single car trains entering the subway during peak hours.

Proposed Resolution: If track must strengthened to handle heavy Breda
cars than the repaired right-of-way should be elevated as a partially
restricted track way similar to the N line between Ninth and Nineteenth.
