Rescue Muni - Excom/Steercom
Action Minutes - 1/12and 1/20/98 @ Sierra Club

Present, Both: Joan Downey, Dan Murphy, Ken Neimi, David Pilpel, John
Rudolph, Howard Strass-ner, and Andrew Sullivan. Visitors: Marc Norton
and Norm Rolfe.

Membership: a) We have 211 paid members.
b) Dan and Joan will update welcome packet.
c) John will phone old prospects. d) Renewals for this quarter will go
out in February.

Financial: a) Our fixed monthly charges are $68 per month plus annual PO
Box. b) Joan will try to get us a less costly checking account. c) Will
try to use bulk mailing when ever practical. David has a per-mit. d) We
agreed to pay current bills submitted on Stamper’s proper form first. e)
Old bills will be paid as money is available if bills are submitted to
Joan before February.

Webpage: a) Andy to call aid to help update.
b) Steercom and Excom should submit 75 to 100 word bios. c) Committee
chair should describe committee scope and give meeting dates.

General Meeting: a) Reset for February. b) Joan will get UC space. Ken,
David and Andy will call for Panel members. Panel discussion will cover
Metro. Howard will moderate.

Excom: a) We elected Joan Downey Vice Chair.
b) We recognized Service Standards as a Standing Committee.

Steercom: a) We welcomed Committee representa-tives as Steercom members:
David Pilpel from Service Standards; John Rudolph from Governance; and
Richard Mlynarik from Metro. b) We elected Dan Murphy Vice Chair. c) We
decided to call a special meeting later in January to complete work on
Service Standards. d) We received the Report from the Governance
Committee. e) We delayed meeting with Supervisors until we have a more
complete Muni improvement program.

On Time Survey: a) The Survey will start in Febru-ary and the report will
be given to press in April.
b) Forms will be mailed out with meeting notice to save postage.

Policy Positions: a) Request Metro service from 12 to 1 am to return
previous service. b) Endorse Tran-sit First Market Street six
month trial : no autos from 7 am to 7 pm; with appropriate signage and
enforcement; and 24 hour transit preference for track lanes. c) We
support the combination of City transportation functions under a single
Commission to insure the maintenance of the City’s Transit First Policy.
d) We oppose the formation of an independ-ent Transit Agency to run Muni.
e) We support maintaining at least the current contribution to Muni from
the General Fund. f) We support pro-viding additional dedicated funding
for Muni from some combination of parking taxes, parking fees, parking
fines, meter revenues, gas taxes and auto license fees. g) We support San
Francisco actively pursuing additional funding for Muni from the
Metropolitan Transportation Commission and from regional, state and
federal sources, including flexi-bility with regard to operating and
capital funds.
h) Muni shall schedule service to all neighborhoods at a minimum of once
very twenty minutes from 5 a.m. to 1 a.m. and service on key corridors 24
hours a day. Service must be scheduled at a level to meet demand.
Standard: If riders are forced to wait be-yond the normal frequency due
to overcrowding when substantially all scheduled vehicles are run-ning,
then schedules on that route must be revised to meet demand. Muni must
revise its public sched-ule based on accurately forcasted demand every
three months. i) Muni must publish a dependable schedule and 70% of trips
must be run on time. Standard: Muni vehicles must not depart early and
must leave no more than three minutes late from every scheduled time
point to be considered "on time." j) Muni must advertise a level of
service that can be provided and provide sufficient vehicles and
operators to meet schedule requirements every day. Muni must miss no more
than 1% of its scheduled service. k) Muni must keep the system clean and
in good working order.This means keeping vehicles and facilities well
maintained and free of trash and graffiti. Riders should not be affected
by break-downs or be forced to ride dirty vehicles. Standard: 99.5% of
trips must be completed without a me-chanical breakdown. l) Muni must
keep accidents to a minimum. Muni must proactively work to reduce all
accidents involving Muni vehicles. Standard: Muni must reduce the number
of accidents every year, towards a near-term goal of no more than 5 per
day, on average. m) For riders to feel safe on the system, Muni must show
zero tolerance for crime and harassment of passengers and operators.
Stan-dard: Muni and the SF Police Department must make steady progress in
reducing crime on Muni, towards a near-term goal of less than 5 crimes
per month from the current 17. n) Muni must provide good customer service
and accurate information. Muni must provide accurate information on
service availability, particularly in cases when service is changed due
to construction or emergencies Muni must also be responsive to customer
input and re-solve problems quickly. Standard: The information line
should be open at least from 6 a.m. to midnight and an operator should
answer the phone in less than 3 minutes. Standard: Muni must make
consis-tent progress in reducing the number of complaints to national
benchmarks. o) Muni must be held ac-countable. Muni must track all
statistics discussed here, publishing them on a much more regular basis
Selected data (reliability, customer service) should be audited by an
independent firm on a regular ba-sis to ensure accuracy. Muni staff and
management must be evaluated based on Muni performance. Standard: Muni
needs to publish all performance data monthly, on the World Wide Web and
in print, and announce them to the Public Transportation Commission. Data
compiled daily (e.g. missed runs) should be published daily.

Howard Strassner, and An-drew Sullivan. Visitors: Charlotte Breckenridge,
Marc Norton and Norm Rolfe.

Membership: a) First set of renewal notices are ready to go out. b)
Membership packets are also being mailed. c) John suggested the formation
of a telephone bank which will engender more member-ship contacts and
hopefully generated stronger sup-port. This may take a notice on
membership forms to allow use of phone numbers.

General Meeting: a) Confirmed February 25 meet-ing at the Sierra Club.
b) Muni and Metro panelists are not available. Agenda will cover: latest
posi-tions, preliminary survey results, volunteer tasks and development
of bus line committees. c) Andy will write letter requesting permission
to advertise RM meeting on Muni vehicles.

Policy Position: We oppose in concept the con-struction of a subsidized
garage in Golden Gate Park because it does not adequately support public
transit alternatives for access to the Park. 5 -1
