Hmmm.
There were several problems with the Fast Pass Plus proposal, in my view:
- loss of a single ticket (=inconvenience)
- fare increase without any improvement in service
- potentially _higher_ share of money going to BART, if too many Plus
passes had sold
- tiny amount of money involved, relative to Muni's budget increase and
overtime spending
A more equitable formula for distributing the Fast Pass income, which we
have proposed to both agencies, would avoid these problems - and, in my
view, help solve the problem identified by Donald as well.
BART is very expensive, no question, so it makes sense to limit our
payouts to it. But the FPP proposal didn't do that.
