[Rescue Muni] PTC report

Folks,

Ken and I went to the PTC in RM duds and gave our little speeches during
public comment on the ATCS, um, unveiling. We handed out a paper
compendium of all comments provided thus far (this will be on the web
shortly). PTC members seemed interested.

Interesting facts du jour:

1. Many members of the audience, including most Muni staff there (Mary
Whelan, PJ, Peter, et al.) had tried the "new" Muni Metro. NOT ONE
member of the PTC had. Chairman Welton Flynn did say that he would give
it a try before the next Commission meeting, however.

2. Emilio Cruz didn't show up until around 5:45, because he was OUT OF
TOWN at a conference. (Peter, your point was right on the money.) But
he did provide a brief report on ATCS/POP startup. He said:

- the main problems were equipment failures, not software
- 45 ATCS Boeings needed to be upgraded all at once by a midnight crew
Friday (??!??)
- "one operator" screwed up Monday evening, causing a big delay
- everything will be fine by 2d week September

3. Muni staff seem to have been working very hard lately.

4. PTC members and TWU reps both seemed quite interested in getting our
comments sheet.
