Note from current chair: I find myself greatly over extended with no near
term vision of a reduction of load. One or more of the many members of
this committee should be able to take some of the load.
Action Minutes August 12, 1998
Present: Joan Downey, Ed Miller, David Vartanoff and Howard Strassner
1) We discussed safety problems of exiting stopped Metro cars in
the subway at length.
We recommended the following resolution to the Steering Committee:
A) Meeting capacity requirements for current Metro ridership
requires the use of longer than two car trains in the subway. This is
necessary because, you cannot run trains closer together than the total
time that it takes a train in a station decelerating, discharging and
picking up passengers and then accelerating again.
>From July 8, 1) We discussed the apparent lack of enforcement of Proof
of Payment even when police were present. We will mention this to the
Commission. 2) We discussed again our the daily missed run problem per
6/10, and the effects on lines with less frequent service along with a
possible solution to the problem. 3) We discussed safety problems due to
apparent lack of Metro planning for procedures when passengers are
encouraged to leave a car in the tunnel.
We recommended the following resolutions to the Steering Committee: A)
When ever two or more transit agencies providing an integrated service
reach an impasse in negotiations on any fare or service issues then the
State Public Utilities Commission should be called in to make the final
decision. B) Metro should use their systems to make a series of courtesy
and ridership efficiency announcements.
Questions and Problems from ATCS startup
(1) How does the time required for streetcar turnback using the pocket
tracks beyond Embarcadero Station compare to using "the diamond" before
Embarcadero Station? RESCUE Muni has recorded the car numbers during
rush hour and found that it takes 10 minutes roundtrip for a pocket track
turnback. How is this increasing the number of runs per day a car and
operator can make?
(2) Does the time required for turnback via pocket tracks vary between
Breada and Boeing car? If so, why?
(3) As the first cars enter Embarcadero Station after an inbound delay is
cleared, would not using BOTH "the diamond" and the pocket tracks speed
up recovery, at least during the initial clearing? Perhaps cars entering
the diamond for turnback would only enter onto the outbound side of the
platform.
(4) Are the Boeing cars causing a disproportionate delay in the tunnel
portion of streetcar operation? If so, what operational efficiency gains
would result from running only Breda's in the tunnel under various
configurations: forexample: with 4-car West Portal Breda Shuttle trains
during rush hour and 2-car West Portal Breda shuttles the rest of the
day. Two-car Boeing L trains would become L and M cars at West Portal
without entering station and riders
would transfer. J-car could run using historic cars on surface, allowing
riders to transfer at Church St. to Metro Bredas, OR could run using only
Bredas depending on how many Bredas are available. If not enough Bredas
now, how many more months until J could be all Breda, assuming N all
Breda and K-L- M all Boeing?
Rescue Muni has the following questions for Muni regarding Metro
service.
1. Current situation - Resources: a. How many vehicles, and of what
types, are available for service? b. How many operators, and with what
training (ATCS/Breda/PCC?), are available for service? c. What is the
status of the various signal system components? d. What are the current
operating schedules? e. What are the current supervisor and management
staff schedules and locations?
2. Current Plans: a. What is the current "normal" operating plan? b.
What is the current routine passenger communications plan? c. What is
the current non-routine (i.e. delay) passenger communications plan? d.
What are the contingency plans in the event of a delay in service?
3. Misc. Questions and Requests: a. Is coupling being performed at the
portals to minimize train count weekdays from 6A-10P? b. Are switchbacks
being ordered to keep cars on schedule and headways regular? c. Are
headway adjustments and line reassignments being made to reduce passenger
delays? d. Is the Castro crossover being used in the event of delays? If
not, what prevents this? e. Can cars be banked either at MMT or
Caltrain during middays to fill gaps in service? f. What is the current
organizational structure related to Metro equipment and operations? g.
What changes can be made to surface operations to respond to the
situation (adjust 17 departures)? h. Can a 9140 TM1 be assigned 24/7 to
Central Control just to oversee the 9139 dispatcher, manage Metro
operations, and be available to respond to inquires about the system's
status? i. Can the answers to these questions, along with the current
Metro schedules and routine operating information (runs not out, major
delays, etc.) be publicized to passengers, distributed to the press, and
maintained on Muni's web site?
