I agree with NKoris@aol.com that there are many reasons to back
Prop. E. If any freeway capacity is added, it is likely to only
encourage a greater volume of traffic, which means a higher
volume on surface streets also in the city. (This is a transit
issue because increasing street traffic degrades transit performance.)
I personally do not want to make it easier for people from outlying
areas to drive through the city, because this only encourages more
such traffic.

I personally found the original vote to rebuild the Central Freeway
undemocratic because it occurred during a low-volume off-election.
It is better to have such issues decided at the general elections
where there is higher turnout, and thus a more representative
expression of local opinion.
