Action Minutes September 9, 1998

We recommended the following resolution to the Steering Committee: A).
Meeting capacity requirements for current Metro ridership requires the
use of longer than two car trains in the subway. This is necessary
because, you cannot run trains closer together than the total time that
it takes a train in a station decelerating, discharging and picking up
passengers and then accelerating again. B) Metro Quick Fix: 1) In the
tunnel, trains should consist of the maximum number of cars possible; 1
car trains should be minimized during peak service hours. The maximum
possible headway will provide added flexibility and time to react to
problems and delays. 2) Scheduled and clearly marked Turnbacks on the
surface routes should be used to increase capacity ; the L and N lines
are best suited for this. Unannounced turnbacks or short runs are
unacceptable. The added capacity is necessary to replace the cars that
spend time in the pockets at the turn around and the cars that are
delayed by construction on the N Line. The added capacity is necessary
to bring riders back to Muni and provide service for the additional
riders who will come when the system finally operates successfully. 3. As
a temporary measure, the 20 Boeing cars which Muni feels do not belong in
the Subways (a k a "noncommunicating Boeings") should be alternated in
with ATCS cars on certain lines as a surface only shuttle service, ergo
providing service to West Portal, BART Balboa Station , or Church Street
Metro. This will provide some additional capacity. 4. The MMX (Metro
extensions and turnaround systems inbound from Embarcadero) must be used
to arrange the order of outbound trains in a way so that all 5 lines
receive their appropriate share of cars in the correct sequence. This
only fair because some people will be required to transfer. It is
reasonable because many lines have the same running time. 5. If service
is needed to Caltrain due to a late or missing N, a JKL or M cars should
be used to serve that part of the line as needed. Caltrain runs on a
railway time schedule and Muni has to commit to meet that schedule. 6. At
Metro Central Control, there needs to be 1 overall manager on duty at all
operating hours with authority to use the P A and telephone system to
announce delays and have the authority and responsibility for ad hoc
schedule(route) modifications so as to effect 4) and 5) above.

Proposed Essence of a Polished Fix
Metro with ATCS seems to be generally operating in ways that permits
trains to run at nearly one minute headway in the subway. Unfortunately
most lines are frequently subjected to "crush loading" during peak
service times. Twenty old Boeings, which were not outfitted for subway
service were retired from service.
As a temporary solution, in order to relieve the crush loading problem RM
suggests that the twenty Boeings be brought out of retirement for limited
service be used in single car shuttle service for part of some lines.
This should be done so that every train in the subway should be at least
two cars long during peak service hours. The following sections of lines
should considered for this service. "N" from the Beach to Nineteenth. "L"
from the Zoo to Thirty Fourth or West Portal. "J-M" from Holloway to
Church. "J" passengers would transfer to Metro at Church. "K" from
Balboa to St. Francis or West Portal. The L, M and N and possibly the K
should run as at least two car trains from their shuttle points. We
recommend, for now, that shuttle turnbacks be accomplished in manner that
will minimize impact on other lines. We also recommend that the morning
and evening peak service periods be extended as required. Because some
passengers will be inconvenienced by transferring cars, all cars shall
leave the Embarcadero outbound so that all 5 lines receive their
appropriate share of cars in the correct sequence. Ultimately when
sufficient Bredas are available Metro should operate with in service
coupling to combine single cars from the ends of the lines with short
route turnback cars. This is essential to eliminate transfers.
