Sounds like a great idea! I don't have a non-commercial DMV Handbook,
but I would guess that less than 10% is inapplicable to bicycle riders.
If you are operating a vehicle on streets or roads in traffic, you
should at the VERY LEAST be familiar with the traffic and safety laws.
I'm not sure that the testing needs to be quite as rigorous as for auto
drivers (although the subject of whether it is rigorous at all (for
anyone) is a sore point with me), but if you aren't capable of passing
the test, well, perhaps you ought not be on the road.
