[Rescue Muni] Farebox Revenue Falling

This means Muni will be paying BART an additional $910,000 per year (5000
rides/day x 260 weekdays x 70 cents) if this trend continues. Latest word
is that Muni is requesting several million dollars to cover an expected
deficit due to declining farebox revenue. Apparently riders are really
abandoning Muni.

Question: All the Muni vehicles have a sign that states an unlimited
number of unmuzzled guide dogs are allowed on the vehicle. Was there some
law, incident or lawsuit that caused these bizarre signs to be posted?
