[Rescue Muni] re: illegally parked cars

It doesn't bug me quite so much if the car is actually broken down,
normally though it is just a case of `I just have to run into the store
for a sec' multiplied by (arbitrary large number) that leads to massive
congestion. The problem with calling for ticketing or tow is the
virtually always the offender(s) are gone within a few minutes. The
best solution is continuous PCO patrols writing tickets for all
offenses. Double parking should be ticketed EVEN IF the driver moves
the car away...`your ticket's in the mail sir!'

Pleasant to see in the last few days, heavy enforcement on Fillmore,
including an SFPD officer tagging a line of doubleparkers on Fillmore at
Union...including at least one with driver in the car! Lately though, I
have been having less than 50% success in pulling to the curb in the
area...which makes it easier for me to keep the schedule (not having to
fight my way back into traffic), but it also means that most of the
time, my (disabled, elderly, etc) passengers are inconvenienced, and
indeed, occassionally blocked from boarding the coach (due to the
distance from pavement to step).
