Here is the arrangement. The political establishment, and MUNI
managment has NO interest in providing safe or effective transit service to
rough and tumble (shall we say) regions of the city, especially on Friday
night! But it wouldn't do to get up an say that. Much better to GIVE
workers who want to protect their sanity and perhaps their physical well
being the right to opt out of those runs.
This way the service doesn't happen, which doesn't bother anyone except
the customer standing on the corner -- who of course is the least of MUNI
managment's concern. But even better you can BLAME THE DRIVERS!! You can
distract attention away from your decision not to provide the service (and
indeed the public saftey) to these communities by getting people to blame
the evil stubborn unions.
