This appears to imply that, during the "bidding" process,
the most experienced drivers automatically get the most
desirable lines, while beginning drivers are assigned to
"difficult" lines, like 14-Mission. Somehow, that does not
seem to me to be a good way to run a railway. Clearly, if
MUNI is to run well, the most experienced drivers should be
assigned to the most difficult lines, at least some of the
time.

Sorry it's taken so long to reply, I've been off my E-mail
since Tuesday.
Basically, I just wanted to thank you for your thoughtful
comments. I don't really have anything to add, just now.
Given our apparently different political orientations
regarding unions, I think we actually come pretty close to
agreeing on the basic issue. I would state that as: while
MUNI's unions are a necessary balance for employees against
management's interests (and even the city's), for their own
well being, MUNI's employees and unions need to become more
professional, with a strong incentive to do their jobs, and
do them well. I think something like that is something all
of us may be able to rally around, even the more
professional drivers.
