some comments to recent discussions:

We just had a full discussion of the seniority system as it applies to
Muni. I hope that RM will never try to completely change the seniority
system. The problem is the unreasonable number of no shows and late
shows permitted. One or two no shows or lates without some large number
of hours notice (the school district has a system that allows the system
ample time to call for a subsitute) is what Muni needs. If almost all of
the drivers and mechanics were one the job our seniority system would
work fine.

2) No one has every mentioned the millions of dollars that are diverted
from Muni to subsidizing a few parking garages each. Our City Charter
says that Parking taxes, fees and fines are supposed to be used to
operate Muni unless we a garage needs more funding. If we had a few
less garages this money go to Muni, and other garages would charge a
little more which would increase the parking tax amounts that also go to
Muni. At the same time there would be a few less cars to block the rails
and other Muni lanes. If Muni doesn't need more mechanics, drivers and
vehicles to improve service which hopefully will encourage a few more of
us go back to Muni, than Muni could lower fares. Don't hold your
breath.

I think that the Charter change that RM is working on is a rare chance to
ultimately build a few less garages. We must not miss this opportunity.
