[Rescue Muni] Route Assignments

1. Mayor Willie Brown's form letter about fixing Muni mentions buying more
buses, hiring more personnel and increasing Muni's budget in general. This
improves the situation but does not address important personnel/management
issues. An example: Muni has a high rate of unscheduled absences and Muni
operators are reluctant or even refuse to drive routes other than their
usual one; This results in missed runs or high overtime costs. Issues such
as these must be addressed if Muni is to run reliably and at reasonable
cost.

2. I agree with Bryan's position on driver reassignments. There must be
some flexibility in assigning drivers to routes. The "usual way of doing
things" must be examined and changed if there is a better way of doing it.
Muni's culture must change; Muni's goal must be to provide service to its
customers.
