If the San Francisco County Transportation Authority is the official
"Congestion Management Agency" and SF's budget representative to MTC,
how would it interact with the proposed Transportation Commission?

The SFCTA, it seems to me, has been doing a very good,
forward-thinking job. Would the creation of a new commission that was
born stuck in a web of political power struggles weaken the SFCTA's
planning authority?
