[Rescue Muni] Emilio Cruz Story

My only contact with Emilio Cruz was at a Beat the Gridlock meeting in
1997. During the question and answer period, a lady described the missout
policy in detail, voiced her displeasure, and asked Emilio what he planned
to do about it. The lady did not use the term "missout" but incorrectly
called it "excused (or unexcused) leave". Emilio responded that she was
misinformed, her description was incorrect, and that employees are only
allowed two days excused leave per year.
Of course, most people in the room knew the lady was talking about
missouts. The moderator then told Emilio that the lady had a very detailed
description and there might be some truth in her statement. Emilio acted
surprised and proclaimed "Oh, you must talking about missouts". So Emilio
technically did not lie but definitely was not forthcoming with
information. Should he be impeached? Never mind, he resigned yesterday.
