This is not do-goodism. Do you want people off welfare, or
not? If you do, you have to give them jobs. To get them
into jobs (many of these people have never worked in a real
job in their lives), you have to train them, often in some
pretty basic things. This is something that most small
private companies cannot do, and most big companies will not
do. It makes perfect sense, therefore, for the city to use
public works projects to give people real work experience.
Otherwise, they will stay on welfare, wasting their lives
and the city's money, forever. Or, worse, they will become
homeless. Far from "do-goodism", it is in the most selfish
possible interests of the city to require companies to hire
and train welfare recipients on public works projects.
