[Rescue Muni] Accurate Metro Reporting

The currently reported trains/hr and cars available is useful, but
additional statistics on Metro performance are needed. These statistics
would be easy to compile because the ATCS tracks the identity of every
train in the tunnel. Additional performance measures could include:

1. Travel time between Embarcadero and West Portal (inbound and outbound)
to gauge KLM performance. Minimum, Median and Maximum times, not just the
average.

2. Similarly, travel time between Embarcadero and Duboce Portal to gauge
JN performance.

3. Headway for each individual line (J, K, L, M, N), measured at Embarcadero.

Approval of Muni's full-funding budget (plus subsequent increase) and the
Alcatel consulting contract, requires that meaningful measures of Muni
performance/improvement be reported.
