Yes! This is actually one of the items we have included in our proposed
Service Standards and Bonus System ordinance. Accurate measurement of
on-time service, load factor, etc. and INDEPENDENT verification so they
don't cook the books.

Tom, are you so trained? We could devise something like this for the
Riders' Survey. (We had a scale of 1 to 5 in the fall Metro survey,
which may suffice.)
