That wouldn't surprise me. Even in L.A., 39% of the downtown workers
take public transit to work (and that in a county where less than 5%
of the overall population use public transit).

But this won't tell us what proportion of the S.F. population use
Muni without knowing how many people work downtown and what proportion
of them live in S.F. Well over 100,000 people ride BART into S.F.
from the East Bay each weekday. That has got to be a large part of that
downtown transit-using population. And then you have Golden Gate Transit
and the 15,000 or so who ride AC buses over the bridge. Etc.
